       In order to fully implement the requirements of the 19th National Congress of the Communist Party of China regarding the expansion of the clean energy industry and promote the high-quality development of the photovoltaic sector, the National Development and Reform Commission, the Ministry of Finance, and the National Energy Administration, based on the actual development of the industry, have organized relevant parties to conduct in-depth studies on development policies such as optimizing the scale management of the photovoltaic industry, the electricity price mechanism, and the market-oriented institutional mechanisms since the end of 2017. They have also initiated the formulation of policies and the drafting of documents. During the policy research and formulation process, they drew on the experiences of countries such as Germany, Spain, and the Czech Republic, solicited opinions through various means (such as consultation meetings in February and press conferences in April), provided publicity and guidance, and specially held meetings to listen to the opinions of local development commissions (energy bureaus) and relevant power grid enterprises and made policy explanations. After multiple revisions and thorough deliberations, the "Notice" was officially issued on May 31.
